RE: Formula for determining hyphen inclusion after "-ly" words I just reread CMoS 7.85, number +noun and, even without the foot/feet, that would indicate no hyphen since there is no noun. APA 6 states that "an en dash.is used between words of equal weight in a compound adjective (e.g., Chica Don, my best guess is that you got your thinking from APA. I see that this is an old post but I came across this today in a paper I'm editing in Chicago style and wanted to add to the thread.
